Section 16(1) in The Direct to Home Broadcasting Services (Standards of Quality of Service and Redressal of Grievances) Regulations, 2007
(1)Every direct to home operator shall, before or on the date of commencement of these regulations, appoint or designate one or more Nodal Officers in every State in which it is providing direct to home service, as may be considered necessary for the purposes of these regulations: Provided that a direct to home operator, who has been granted a licence after the commencement of these regulations, shall appoint or designate simultaneously with provision of direct to home service, one or more Nodal Officers in every State in which it is providing direct to home service, as may be considered necessary for the purposes of these regulations.
