(2)This cell shall consist of not more than five members of whom two shall be members of the Committee being as far as possible representatives of Scheduled Castes and Scheduled Tribes and the other three shall be outsiders. The other three members shall be selected from amongst persons who are engaged in active social service amongst members of the Scheduled Castes or Scheduled Tribes or Vimukta Jatis or have familiarity with problems relating to Scheduled Castes or Scheduled Tribes or Vimukta Jatis or Nomadic Tribes. Even while selecting three members from outside, preference may be given to members of the Scheduled Castes and Scheduled Tribes. The Committee shall however take care to see that the persons selected are competent to look after the interests of Scheduled Castes, Scheduled Tribes, Vimukta Jatis and Nomadic Tribes.
