Section 2(c) in The Town Panchayats, Municipalities and Municipal Corporations (Collection of Tax on Professions, Trades, Callings and Employments) Rules, 1999
(c)"Commissioner" means the Commissioner of municipality or corporation or the executive officer of the town Panchayat in the State, as the case may be;
