Section 12(4) in The West Bengal State Council Of Technical Education Act, 1995.
(4)Subject to the general control and supervision of the Vice-Chairman, the Secretary shall be the principal administrative officer of the Council. He shall be entitled to attend and speak at any meeting of the Council and shall also be entitled to vote.
