(b)during the absence of the Mukhiya exercise all the powers, perform all the functions and discharge all the duties of the Mukhiya Provided that as soon as the Mukhiya returns from absence, he will resume the exercise of all such powers and shall start performing all the functions and discharging all the duties of the Mukhiya;
