Section 13(3) in Orissa Subordinate Finance Service (Local Fund Audit) Rules, 1995
(3)The selection of persons for inclusion in the select list prepared under Sub-rule (1) shall be based on merit and suitability with due regard to seniority :Provided that if the Selection Board consider any Junior as exceptionally meritorious than his seniors, they may, for reason to be recorded in writing, assign a higher position to him in the select list, subject to the condition that such assignment shall be limited to the same batch or year of allotment as the case may be;
