Section 2(i) in Haryana Service of Engineers, Group A, Public Works (Buildings and Roads) Department Act, 2010

(i)"direct appointment" means an appointment by open competition but does not include-

(i)an appointment by promotion; and (ii) an appointment by transfer of an officer already in the service of a State Government or Central Government;
