Section 37(2) in The States Reorganisation Act, 1956
(2)[Until otherwise provided by law] [Substituted by Act 37 of 1957, Section 9(7) for certain words (with retrospective effect)] the said Council shall consist of--(a)all the sitting members of the Legislative Council of the existing State of Punjab; and(b)six persons to be elected in such manner as may be prescribed by the members of the Legislative Assembly of the existing State of Patiala and East Punjab States Union from amongst persons who are not members of that Assembly.
