Section 24 in The Orissa Labour Welfare Fund Act, 1996
24. Cognizance of offence.
(1)No Court shall take cognizance of any offence punishable under this Act except on a complaint by, or with the previous sanction in writing of the Welfare Commissioner.(2)No Court inferior to that of a Magistrate of First Class shall try any offence punishable by or under this Act.
