(e)Officers of the Excise staff of a district are not subordinate to them but they are entitled in an emergency to require District Excise Officers to help them, but will, when time permits, obtain their assistance through the Deputy Commissioner or the District Superintendent of Excise. It is essential that the district and special branch Excise staffs should maintain the closest co-operation and constant and free interchange of information between them.
