Section 125(1) in Goa Building and Other Construction Workers' (Regulation of Employment and Conditions of Service) Rules, 2008
(1)Every employer undertaking any excavation or tunnelling work shall appoint a project engineer for safe operation of such projects of such excavation or tunnelling work for which such engineer is appointed.
