Section 18(2) in Kerala Recognition of Trade Unions Rules, 2011
(2)The Returning Officer shall examine the nomination papers and take decision on the objections which may be made at the time of scrutiny of nomination and he may either on receipt of such objections, or on his own motion, after such summary enquiry, if any, as he thinks necessary, reject any nomination, on any of the following ground's, namely:-(i)the Trade Union is ineligible for election under the provisions of the Act.(ii)the proposer or the seconder is a person whose name is not enrolled in the electoral roll.
