(3)The part of the State Comprising the districts of Anantapur, Kumool, Chittoor, Cuddapha and Nellore shall be regarded as the Local Area for the purpose of admission to the Sri Venkateswara University, the Sri Krishnadevaraya University and the Yogi Vemana University and to and other educational institutions (other than State wide University or State wide educational institutions) which is subject to the control of the State Government and is situated in the part.(b)"The Local Candidates" means:
