Section 161(iii) in The Railway Protection Force Rules, 1987
(iii)where the President is satisfied that in the interest of Security of State and the maintenance of integrity in the Force, it is not expedient to hold anyinquiry in the manner provided in these rules;the authority competent to impose the punishment may consider the circumstancesof the case and make such orders thereon as it deems fit.
