Section 14(b) in The Nazool Lands (Transfer) Rules, 1956
(b)to the Financial Commissioner, Revenue, when the order is made by a Commissioner; provided that;(i)When an original order is confirmed on first on appeal, a further appeal shall shall not lie;(ii)When any such order is modified or reversed on appeal by the Commissioner, Revenue, on further appeal, if any, to him shall be final.
