Section 72(1) in The Bihar Primary and Middle Education Rules, 1961
(1)A list of suitable candidates for the post of teachers shall be prepared by the Planning Committee at least once a year. Ordinarily, the annual list should be prepared within one month of the publication of the results of the examination in Training Schools. The annual list of suitable candidates prepared by the Planning Committee may be subsequently supplemented during the course of the year and shall be valid till the preparation of the next annual list.
