(3)Where the person/occupier refuses to sign the acknowledgement, or when such person cannot be found after using all due and reasonable diligence, a copy of the notice or the order, as the case may be, shall be affixed on the outer door or some other conspicuous part of the place of business and the original shall be returned to the authority who issued the notice or the order, as the case may be, with a report endorsed thereon or annexed thereto stating that a copy has been so affixed, the circumstances under which it was done so and the name and address of the person in whose presence the copy was affixed.
