Section 19(1) in U.P. Jail Executive Subordinate (Non-Gazetted) Service Rules, 1980
(1)On the occurrence of substantive vacancies, the appointing authority shall make appointments by taking candidates in the order in which they stand in the lists prepared under Rules 15, 16, 17 or 18 as the case may be.
