Section 3(f) in The U.P. Educational Teaching (Subordinate Gazetted) Service Rules, 1993
(f)"Member of the Service" means a persons substantively appointed under these rules or the rules or orders in force prior to commencement of these rules, to a post in the cadre of the service;
