Seventeenth Loksabha an> Title: Regarding notices of Question of Priviledge.
SHRI P. P. CHAUDHARY (PALI): Sir, I have moved a notice of breach of privilege against Shri Adhir Ranjan Chowdhury. While speaking on Motion of Thanks on the President’s Address, he used the term ‘persona non grata’. The meaning of persona non grata, which is used in diplomatic relations, under Article 9 of the Vienna Convention is –‘a person who is not acceptable’. He used the term persona non grata with respect to Greta Thunberg and he stated specifically that Greta Thunberg has been made a persona non grata, a person non-acceptable. She belongs to Sweden and we are having very good diplomatic relations with Sweden. Making such type of a statement in this House amounts to prejudicially affecting and tarnishing the fair relations with a foreign country. These statements are false and misleading. As far as the Ministry of External Affairs, Government of India is concerned, the provision of Article 9 of the Vienna Convention on Diplomatic Relations has not been invoked with respect to her. Therefore, my request is that suitable action be taken by this august House.
