(d)lay down and determine the position and direction of a street or streets in any part of [the area of the Corporation] [Substituted by Delhi Act 12 of 2011, section 2(c), for "Delhi" (w.e.f. 13-1-2012).] notwithstanding that no proposal for the erection of any building in the vicinity has been received.
