Section 5(1) in The Auroville (Emergency Provisions) Act, 1980

(1)The Central Government shall, as from the appointed day, appoint a person or a body of persons as the Administrator for the purpose of taking over the management of Auroville and the Administrator shall carry on the management of Auroville for and on behalf of the Central Government.
