Section 78(1) in The West Bengal Motor Vehicles Rules, 1989
(1)The deliberation at any meeting of the State Transport Authority shall be secret and no written note of all such deliberations shall be taken but for preparing the minutes, save and except in the case of a decision by circulation in which case the procedures as laid down hereafter shall be followed.
