FACTS
This matter is scheduled for hearing on 3rd June 2011. However, the appellant is present today before the Commission in some other matter. The officers of DGQA are also present. Both the parties agree that this matter may be heard today itself. Hence, the hearing is preponed and the matter is heard.
2. The DGQA is represented by Brig U. K. Upadhyay, Shri Bhanu Pratap, (CPIO) and Ms. Asha Anand, Joint Director. The parties are heard
3. It is noticed that vide RTI application dated 22nd June 2010, the appellant had requested for certain information regarding Permanent Secondment Boards in DGQA. During the hearing, the appellant insists for information only on para 2 (a) and para 2 (d) and 3 (b). These paras are extracted below:-
"2.(a) There was no Permanent Secondment Board held in year 2009 with cutoff date of 01 Apr 2009. Furnish the list of officers who were meeting the "then eligibility criteria" for Permanent Secondment as on 01 Apr 2009. Kindly furnish the reasons/ basis for not holding the bid Permanent Secondment board alongwith copy of letter/noting sheet on which this decision was taken by the competent authority.
2.(d) Please furnish the list of all the tenure officers, who were given permanent secondment (PS) in DGQA w.e.f. year 2001 till date along with their IC No., Rank, Name, Parent arm, Discipline in DGQA, Date of commission/ seniority, Date of Birth, Date of TOS in DGQA on tenure, Subs Rank and Date of Subs Rank at the time of PS, Status in No. 3 SB No. 4 SB (As applicable) at the time of granting PS (i.e. R1/R2/R3), date of QASB for PS and date of grant of PS quoting the letter No. issued by MS-3. Please furnish the copies of all letters issued by MS-3/HQ DGQa year wise notifying the list of officers who were given permanent secondment in DGQA w.e.f. year 2001 till date.
3. (b) Please furnish the names of the non empanelled officers but granted permanently seconded in DGQA as referred in para 1 (b) of the MOD OM dated 23 Apr 2010."
4. After hearing the parties, it is decided that Brig Upadhyay will give a personal hearing to the appellant today or tomorrow and re-visit the entire matter and decide it afresh and pass an appropriate order as per law. The matter is being closed at the Commission's end.
