Section 4(1) in The Orissa Narcotic Drugs and Psychotropic Substances Rules, 1989
(1)Any person desiring to possess poppy straw for use for any bona fide scientific, research educational, medicinal, domestic or such other purpose shall make an application to the authorised officer for a permit in that behalf.
