Section 4(3) in The Sailing Vessels (Members Of Crew) Rules, 1967
(3)Permits and identity cards shall be issued in Form B and shall be numbered serially, such number being preceded by the code letters of the port of issue specified in the Merchant Shipping (Registration of Sailing Vessels) Rules, 1960.
