Section 14(b) in The Punjab Payment of Wages Rules, 1937
(b)if the amount of fine proposed to be imposed or the deduction proposed to be made does not exceed one rupee, explain personally to the said person the act or omission, or damage or loss in respect of which the fine or deduction is proposed to be imposed or made 'as the case may be' mentioning the amount of fine or deduction which it is proposed to impose or make and shall, before imposing the fine or making the deduction, [issue the show cause notice in writing upon the affected persons, irrespective of the amount of fine and hear] [The word 'hear' substituted vide No. G.S.R. 18/C.A. 4/36/Section 26/Amendment (2)/81, dated 13th March, 1981.] the explanation of such person in the presence of at least one other person.]
