(2)The Standing Committee may, by order, delegate, subject to such conditions, as may be specified in the order, any of its powers and functions to :-(a)the Mayor or the Chief Officer, in the case of a Municipal Corporation; or(b)the President or the Chief Officer, in the case of a Class 'A' or a Class 'B' Municipal Council.
