(4)Subject to sub-section (5) every meeting shall be open to the public, unless a majority of the [members and persons referred to in sub-clauses (ii), (iii) and (iv) of clause (b) of sub-section (3) of section 3] [Substituted by Act 67 of 1993, section 59, for "members" (w.e.f. 1-10-1993).] present at the meeting decide that any enquiry or deliberation pending before the [a Corporation] [Substituted by Delhi Act 12 of 2011, section 2(a), "for the Corporation" (w.e.f. 13-1-2012)] shall be held in private.
