2.1. The petitioners are importers and exporters of pulses, spices
and other products and mostly are engaged in the said business for
more than 10 years. Each of the petitioners are favoured with an
Import Export code number issued by the DGFT.
2.2. The petitioners import such pulses, cereals or spices from
various suppliers from different countries. While so, the first
respondent in terms of the powers conferred under the Foreign Trade
(Development and Regulation) Act, 1992 (hereinafter referred to as,
"the FTDR Act" amended the import policy pertaining to the import of
pigeon peas by Notification N.19/2015-2020, dated 05.08.2017. By
virtue of the said notification, the import policy of items of Chapter 7 of

the ITC (HS), 2017, Schedule I with respect to Pigeon Peas/Toor Dal
was revised from "free" to "restricted" with an annual (fiscal year)
quota of 2 lakh MT.
