(1) To take appropriate decision on the recommendations of the Law Commission of India made in its 78th Report on the subject of Congestion of undertrial prisoners in jail as contained in Chapter 9 (para 22) (2) To apply mind to the suggestions of the Mulla Committee as contained in Chapter 20 of Vol.I of its Report relating to streamlining the remission system and premature release (parole), and then to do the needful (para 25).

(3) To consider the question of entrusting the duty of producing UTPs on remand dates to the prison staff (para 29).
