“That the Bill to provide for the establishment of funds under the public accounts of India and the public accounts of each State and crediting thereto the monies received from the user agencies towards compensatory afforestation, additional compensatory afforestation, penal compensatory afforestation, net present value and all other amounts recovered from such agencies under the Forest (Conservation) Act, 1980; constitution of an authority at national level and at each of the State and Union territory Administration for administration of the funds and to utilise the monies so collected for undertaking artificial regeneration (plantations), assisted natural regeneration, protection of forests, forest related infrastructure development, Green India Programme, wildlife protection and other related activities and for matters connected therewith or incidental thereto, be taken into consideration.”   KUMARI SUSHMITA DEV (SILCHAR): Madam, Hon. Minister has stated that there is some urgency in passing this Bill. To some extent, I agree with it because the present Bill, which is the Compensatory Afforestation Fund Bill, 2015 has some legislative history. When the UPA was in power, a similar Bill was introduced in Lok Sabha. Due to dissolution of last Lok Sabha, as a consequence of elections being declared, the said Bill lapsed. Thereafter, this Government has brought this Bill again. It was referred to the Standing Committee as Shri Mahtab ji  said. I am a Member of that Standing Committee. I only ask for some leeway because even I have not been able to go through all the amendments that have been circulated today. So, I have not actually been able to draw comparison between the Standing Committee recommendations and what has been brought in.
