After the introduction of Part-IX to the Constitution under the 73rd Amendment, with a view to strengthen the democratic unit of self-Government, the State of Tamil Nadu enacted the Tamil Nadu Panchayats Act, 1994. The purpose of the said enactment, as seen from Article 243-G of the Constitution, is to endow the Panchayats with such powers as may be necessary to enable them to function as institutions of self-Government. The devolution of powers and responsibilities upon the Panchayats, was to include the preparation of plans and implementation of schemes for economic development and social justice.
