Sri Sudhir Agarwal, learned Counsel for the petitioners vehemently urged that the petitioners are the victim of the biased approach of the State Government, which has not considered the status of the employees of this Court at par with the Central Government employees. It was maintained that the State Government is consciously making a discrimination in the matter of conditions of service involving financial burden of the employees of this Court without appreciating the fact that the Judiciary is one of the pillars 6i the State functionary which discharges one of the essential functions of the State, i.e., dispensation of justice. In support of this contention learned Counsel placed reliance on a number of decisions of the Apex Court as well as of this Court, which are to be discussed presently.
