7. Let me consider now in brief the approach of Mr. Kukday on behalf of the petitioner. He first took us through the provisions of Chapter III of the Nagpur University Act which deals with the officers of the University. Various functionaries were pointed out and their functions as: enumerated in the sections were read out. Undoubtedly, the Chancellor has the right to preside at all meetings of the Court as well as at the Convocation of the University as provided by Sub-section (2) of Section 10. Under Sub-section (2) of Section 10, the Chancellor, by virtue of his office, is made the head of the University and the President of the Court and, when present, he is entitled to preside at meetings of the Court and at any Convocation of the University. The Vice-Chancellor is the principal executive and academic officer of the University and can preside at the University Court meetings only in the absence of the Chancellor. He is an ex-officio member and the Chairman of the Executive Council, of the Academic Council, and of the Committees constituted under Sections 4(5, 46 and 47 of the Nagpur University Act. He has a right to convene meetings of the various bodies and authorities and could delegate the power of calling meetings to any other officer of the University.
