(Interruptions) … *   KUMARI SUSHMITA DEV (SILCHAR): Madam Speaker, the hon. Minister for Chemical and Fertilizer has given a statement on the Floor of the House. He is referring primarily to the Drugs and Cosmetics Act, 1940. But, it is my humble submission that the Act that we should be discussing here today is the Essential Commodities Act, particularly Section 3 and 5 of the Essential Commodities Act. By virtue of it the Government of India regulates the price of life saving drugs and essential drugs.

KUMARI SUSHMITA DEV : Madam, it is a cause of concern, and we bring it up in this House of Parliament. The reason for it is the recent Bilaspur incident, which has shown that spurious medicines can lead to deaths. One cause of contaminated and spurious medicines is price rise, and 2.2 per cent of people in India, due to high expenses of medicines, go below poverty line in this country. In these circumstances, our question must be answered by the hon. Minister, through you, which is not addressed in this statement. Should there not be a statutory authority? Should not the NPPA be made a statutory authority to stop Government interference? Repeatedly, this Government is interfering in the works of various autonomous bodies. In this case, it is extremely important because it is not clear to me that सात जुलाई का जो ऑर्डर था,वह उन्होंने रिकॉल किया है या नहीं,यह मुझे नहीं मालूम,लेकिन इंटरनल गाइडलाइन को इन्होंने रिकॉल किया है। The message is that this body has been rendered defunct.
