07/ 21.08.2020           In view of outbreak of COVID-19 pandemic, case has been taken up

through Video Conferencing. Concerned lawyers have no objection with regard to the proceeding, which has been held through Video Conferencing today at 10:30 A.M. onwards. They have no complaint in respect to the audio and video clarity and quality.

Earlier on 03.07.2020, four weeks' time was allowed to learned counsel for the opposite parties for compliance of the Court's order dated 20.06.2017, but till date same has not been complied with.

Today, when the case is called out, Mr. Manish Mishra, learned counsel appearing on behalf of the Opposite Parties-State seeks some more time for compliance of the court's order dated 20.06.2017 passed in W.P.(S) No. 4162 of 2013.

The opposite party-State tested the order before the Hon'ble Division Bench and lost. In spite of the same, the order has not been complied with. Even the opposite parties-State have not taken the order of this Court seriously. However, by way of last chance, put up this case on 18.09.2020 for compliance of the Court's order.

It is made clear that if the order of this Court is not complied with before the next date of hearing, Mr. Shailesh Kr. Singh, Secretary, Human Resources Development, Higher Education, Government of Jharkhand, Ranchi shall appear before this Court through Video Conferencing on the next date of hearing i.e. on 18.09.2020 to explain as to why the order of this Court has not been complied with and why not a contempt proceeding be initiated against him for non-compliance of the Court's order.

Further, if the order is complied, within the aforesaid period, a show cause to that effect be filed by the opposite parties.
