The Respondent-Ramesh Chand Pilwal in his special appeal has prayed for modification of the order to the extent that a direction may be issued to the Central Bureau of Investigation or any other equivalent agency to investigate the whole matter effectively, completely and promptly. The Commission be directed not to finalise the selection in respect of Rajasthan State & Subordinate Combined Competitive Examination, 1994 while such investigation is pending. We do not find a single word in his special appeal challenging the application of the technique of moderation/normalisation of marks in the said examination.
