The role and functions of the State Government is also delineated in the above said rules. The Executive Vice President of the State Council shall be the Chief Executive Officer of the State Council. The functions and powers of the Executive Committee and its composition are also dealt with in the above said rules. The Executive Vice President is the ex-officio Chairman of the Executive Committee. A detailed procedure is dealt with in Rule 19 of Section 1 of the said Rules, for regulating the provisions relating to the amendment of memorandum of association and rules and regulations of the 1st respondent Council.
