There can be no dispute as to the fact that extraordinary circumstances existed in the area of the concerned police station, particularly for the period of initial three days, in the wake of assassination of Mrs. Indira Gandhi on 31.10.1984, it being a case of total breakdown of law & order and of civil administration. The large scale rioting, mob violence, arson, plunder, genocide and looting has been duly proved and established. In the extraordinary circumstances that prevailed, the ordinary rules of appreciation of evidence of the witnesses cannot sub-serve the cause of justice.
