It is the responsibility of the Minister to explain before the House what are those projects identified for debt financing and on what basis they have been selected. Any laxity in this will prove to be catastrophic for Railways and will burden this organisation with a debt trap which will strangulate the lifeline of the nation forever.
Madam, I am coming to Kerala, being a Member of Parliament from Kerala. Hon. Railway Minister had assured a lot of things. Before the Budget Session, during the Question Hour, when I asked him supplementary questions, he told me to wait till the Budget. Budget has come. I had already pointed out at that time itself, last year you allocated some money for doubling. I agree that you have allocated some money for doubling. But what happened is this. Those who need to monitor these things have been transferred. CAO of coaching, who is looking after these doubling projects, has been transferred. That post itself has been transferred to Allahabad without any information. We, the entire MPs from Kerala, beyond the political limits, met the hon. Minister in presence of the Chief Minister and five Cabinet Ministers of Kerala Government. The Minister assured at that time itself, it will be reinstated within time. Four-five months are already over. The Minister is telling about good governance in the Railway Ministry, fast-tracking of the Railway projects. Four months ago, he assured the Kerala MPs in front of the Chief Minister that the CAO post will be reinstated but nothing has happened. Only one communication came but nobody has come to take the charge as CAO. That is why the doubling projects of entire Kerala have been stuck. In one way, you are allotting money in papers and there is no specific mechanism for project implementation. What does it mean? When it will be delivered? Definitely, there is a lack of direction. That is what Sreedharan also said, there is a lack of direction in this Budget. I think the Minister will look after that.
There is an urgent need for early completion of Villupuram -Dindigul Doubling Project, by allocating more funds.
The Hon. Railway Minister in this Budget laid much emphasis on constructing RUBs and ROBs, and eliminating manned /unmanned level crossings. In this connection, there is a demand for construction of ROBs in the following places, on a war-footing.
. At Srirangam Town, from the side of Boys Higher Sec. School to Sirgaperumal Koil side in LC244, there is a need for ROB.
I also thank the government for sanctioning additional amount of Rs.148 crore for Thanjavur – Ponmalai doubling project with by-pass line and I request to execute the work without delay.
Thanjavur is one of the oldest railway stations established in pre-Independent India. Therefore I would like to request the government to select this city Railway station and make as a model railway stations with upgradation.
In the list of upgradation of stations, Rameshwaram and Srirangam should also be included and I request the Hon’ble Minster to include these religiously renowned pilgrimage centres under the project of upgradation.
The sections between Dindigul-Palani-Pollachi-Palakkad and also Pollachi-Podanur were closed for gauge conversion work in 2009. After almost seven years, the small stretch between Pollachi-Podanur, connecting Coimbatore, is not yet completed and assured to be completed by august 2016.
The additional signal system on formation of additional tracks on platform 1 in Dindigul station which is under construction be finished in the stipulated time.
The doubling work between Tiruchi and Manapparaion, the 37 km stretch, along with electrification was taken up as part of the doubling project on Villuppuram-Dindigul section and the second broad gauge line got clearance from the Commissioner of Railway safety for operation of trains. But still the line is not in operation.
