The appellant has filed RTI application dated 05/08/2024 seeking the following information:-
"1- Copy of the Circular / Notification issued by CCPD to Chiefs / Officials of Public Sector Banks to sensitise in respect of the Persons with Disabilities Act 2016, as per Hon.Court judgment.

2- If no circular / notification is issued till date by the CCPD to Public Sector Banks, as pointed above in Sl.No.1, name and designation of the official in the CCPD responsible for issuance of the Circular be provided.
3- If no circular / notification is issued till date by the CCPD to Public Sector Banks, when it is proposed to be issued?
4-Copy of Office Order / Circular / Notification issued by CCPD regarding role of Nodal Officers (i.e duties and responsibilities) appointed in Public Sector Banks.
5- Total number of cases filed with Hon.Court of CCPD by PwD Staff members of Public Sector Banks against those respective Banks in the year 2022-23 and 2023-24 be provided, bank-wise.
6-Out of Sl.No.5 above, number of cases wherein Orders / Recommendations passed by CCPD in favour of PwD staff members be provided, bank-wise.
7-Out of Orders / Recommendations passed by CCPD as in above Sl.No.6, number of cases Banks granted transfers to PwD staff members as per CCPD Orders be provided, bank-wise.
8-Name/s of Banks did not honour Orders / Recommendations of CCPD and those Banks names were reported to Parliament by CCPD, out of Sl.No.6 above, be provided."

2. On not receiving any reply from CPIO , First Appeal was filed and further on the non-receipt of the First Appellate Authority Order , the appellant filed the Instant second appeal on 28/10/2024.

Further the CPIO reply dated 03.02.2026 is taken on record.

3. Relevant Facts emerged during Hearing:

The following were present:-
Appellant: Mr. Shakthive Venkatachala, Authorized Representative of the Appellant is present on VC Respondent: Nandan Singh, PA, CCPD participated in the hearing in person. The Appellant reiterated the facts of the case and further submits that the no response was provided by the CPIO. The respondent submits that CCPD could not trace the copy of the Calcutta High Court judgment allegedly sent by the petitioner, and assured that the abovementioned judgment with the RTI application is being put up before the Honble Chief Commissioner/Commissioner for further necessary action and onward taking up with D/o Financial Services, M/o Finance/Public Sector Banks within 15 days.
