42.The Division Bench further relies on the judgment of the Apex Court in Amarsingh Harika to hold that only on service of the order, it becomes effective and therefore, an integral part of the cause of action WA.743/14 & con. cases arose at the place where the order is served, to entertain a challenge against the order. In this context, it is relevant to state that ratio of any judgment must be understood in the background of the facts of that case and that a case is only an authority for what it actually decides and not what logically follows vide Ambica Quarry Works v. State of Gujrat [(1987) 1 SCC 233]. In Dr.Subramanian Swamy v. State of Tamil Nadu [2014 (1) SCALE 79], the above legal position has been reiterated. Paragraph 31 of the judgment reads thus:
