14. A look at the objects and reasons to the Seventy-third and Seventy-fourth Amendments, would reveal that though Panchayat Raj Institutions have been in existence for a long time, it was observed that these institutions were not able to acquire the status and dignity of viable and responsive peoples bodies due to a number of reasons. Similarly local bodies had become weak and ineffective on account of variety of reasons. The reasons so identified are, absence of or failure to hold regular elections, prolonged supersessions, insufficient representations of weaker sections like Scheduled Castes and Scheduled Tribes and women, inadequate devolution of powers and lack of financial resources. It is to remedy this malady Parts IX and IX-A was added to the Constitution.
