The First Appellate Authority ordered:

"Examined the appeal of appellant. The assistant Registrar (Admin - T), CPIO has correctly referred the Act, Statute and Ordinance (Academic) of this University where the powers and functions of the University officers and the functionaries have been provided. The appellant may see the relevant chapter / Clause there. Appellant has sought the information on point No. 2 with specific reference of the letter D. No. 6249/Poly. Dated 30/11/2008 from the Principal, University Polytechnic. In this connection it is to inform to the appellant that the rules are silent on this point. The powers and duties of the Principal, University Polytechnic have not been prescribed in the rules. The CIC decision made vide CIC/OK/A/2006/00046 dated 02/05/2006 is not relevant in this particular case with this observation the appeal of the appellant may prefer an appeal to the Central Information Commission (CIC) New Delhi against the above decision of appellate authority."
