The respondent had pleaded that he had joined the Indian Railway as a Traffic Apprentice on 22nd December, 1985 and he had completed his training in October, 1988 and was posted as an Assistant Train Controller in the Grade of pay scale of Rs.5000-9000/- Thereafter, on 17th October, 1990 he was promoted to the post of Deputy Train Controller having the pay scale of Rs. 6500-10,500/- and subsequently on 12th June, 1996 he was promoted to the post of Chief Train Controller in the pay scale of Rs.7450-11500/-.
