The Southern Railway consists of Tamil Nadu, Karnataka, Pondicherry, Andhra Pradesh, and Kerala. These five States put together make the Southern Railway. The total length of the M.G. track of Southern Railway is 2,570 kilometres; out of this, 2,137 kilometres lie in Tamil Nadu. What I am trying to impress here is that out of the total metre-gauge in S. Railways which warrants conversion into broad-gauge, 80 per cent lies only in Tamil Nadu. Is it not a gross injustice? When we analyse the position all over the country, 70 per cent of the broad-gauge conversion has already been done in North India, whereas, 30 per cent alone has been done in South India. Is it not true to say that North is thriving and South is weaning? Why is it so? I want to bring this to the specific notice of the hon. Minister.

I am thankful to the hon. Minister for having travelled all the way to Raiganj, the headquarters of my constituency. The project of gauge conversion there had not been taken up for the last 60 years. He was so kind that in the presence of thousands and thousands of people, he laid the foundation stone for gauge conversion of 52 kilometres between Barswey to Radhikapur. I only request the hon. Minister to continue taking keen interest in this project. I have no complaint against him or the railway officials. But my only request is that they should complete it in three parts by 31st March, 2003.

Thanjavur-Villupuram-Chennai via Kumbakonam-Mayuram is the main 1line, and it is more than 100 years old. The project for broad gauge conversion was started 15 years ago. The lines from Villupuram to Chennai, from Thanjavur to Trichi, and at other places were converted into broad gauge, but the conversion work on the line from Villupuram to Thanjavur has not been taken up seriously. People residing in Thanjavur and Villupuram are suffering in many ways because they cannot be connected with other lines. Instead of getting new lines, they are losing old facilities.

Therefore, I urge upon the Minister to take up the gauge conversion work in Kumbakonam because Mahamaham festival is going to be held very soon. Before that, I would request you to complete the gauge conversion work on the Thanjavur-Kumbakonam line.

रेल मंत्री (श्री नीतीश कुमार) : सभापति महोदय, मैं सबसे पहले इन सभी माननीय सदस्यों को धन्यवाद देना चाहता हूं, जिन्होंने आज की इस चर्चा में भाग लिया है। कई लोगों ने कई प्रश्न उठाए हैं और कुछ उनकी जिज्ञासाएं हैं। जहां तक अलग-अलग रेलवे प्रोजैक्ट्स या उनके द्वारा उठाए बिन्दु हैं मैं उन सभी का अलग-अलग जवाब देना इस चर्चा को समाप्त करते हुए या चर्चा का उत्तर देते हुए सम्भव नहीं होगा। इसलिए जो भी प्रश्न उन्होंने उठाए हैं, मैं उन सभी का उत्तर उन तक पहुंचाने की अवश्य कोशिश करूंगा। आप इस बात से अवगत हैं कि यह सप्लीमैंटरी डिमांड फॉर ग्रान्ट हैं । २३ कार्यों के लिए कुछ टोकन एमाउन्ट्स का यहां से अनुमति प्राप्त करने का प्रस्ताव है। इसमें दोहरीकरण की दो परियोजनाएं हैं, ट्रैफिक फैसलिटीज की तीन हैं, रोड ओवर ब्रिज की चार हैं और अन्य प्रकार के पुल दो हैं। इसमें कम्प्यूटराइजेशन के ६ प्रोजैक्ट्स हैं, पैसेंजर एमेनिटीज से संबंधित चार हैं, वर्कशॉप से संबंधित एक है और सेल्स स्टॉक से संबंधित एक है। अगर पूरे कार्य के समूचे कॉस्ट को देखें तो रेलवे का शेयर २२६ करोड़ रुपए के लगभग होगा। इसमें चूंकि चार रोड ओवर ब्रिज हैं, इसलिए जहां की सड़कें हैं राज्य सरकारों का भी इसमें अंशदान होगा लेकिन हम इसके लिए २५ हजार रुपए की टोकन एमाउंट की मांग कर रहे हैं। इस बीच में इन परियोजनाओं पर हम काम शुरु करना चाहते हैं, इसलिए अनुमति चाहते हैं। ये सब कार्य जन हित में हैं। मेरी समझ से इन मांगों पर किसी माननीय सदस्य ने कोई एतराज नहीं जताया है। मैं इसके लिए उन्हें धन्यवाद देता हूं। कई लोगों ने चर्चा करते समय उस पर प्रसन्नता भी जाहिर की है।
