According to the Petitioner, he is the Dharmakartha of Ramanathapuram Sree Santhanamariamman Kovil Festival and conducting festival at Nadu Pulankulam, Tirunelveli District. Every year, the devotees of the said temple used to celebrate the said festival. Many devotees and tourists from various parts of the Country throng the Temple and offer their prayers.

According to the Petitioner, every year various cultural programmes were conducted by the youths of the Village and the said youths are guided by the elders and prepared the programme well in advance. The prayer made is also conducted in a peaceful and amicable manner for the past fifty years in a grand manner. For this year, the festival at the petition mentioned temple is to be celebrated on 5/11/2014. On 27/10/2014, the Petitioner had approached the Second Respondent to grant him permission for the cultural event to be held on 5/11/2014 in connection with the festival of the petition mentioned temple viz., Ramanathapuram Sree Santhanamariamman Kovil. The said representation/petition of the petitioner is pending on the file of the Second Respondent. Since the Second Respondent has not granted permission for the grant of dance programme scheduled to be held on 5/11/2014 at the Petition mentioned Temple, the Petitioner has filed the present Writ Petition.
(xiii). More importantly and pertinently, if the Programme/programmes exceeds/exceed the time limit determined by this Court between 07.00 and 10.00. p.m., on 5/11/2014 evening, then the Second Respondent/Police without any haziness/hesitation whatsoever is directed to step in immediately and stop the 'Adal Padal programme/cultural/dance/drama programme'.
15. With the aforesaid directions, the Writ Petition stands disposed of. No costs.
