1. Learned counsels appearing for the petitioners submit that the primary issue involved in the present cases is the challenge to levy of conversion charges by the respondent/DSIIDC, on the conversion of commercial plots from leasehold to freehold. Learned counsels for the petitioners, while referring to the decision of the Coordinate Bench of this Court in Delhi Factory Owners' Federation v. SDMC, reported as 2025 SCC OnLine Del 4722, contend that DSIIDC is not empowered to levy any conversion charges.

Without prejudice to the above, learned counsels for the petitioners further invite the attention of the Court to the order dated 04.11.2024 passed in the present set of petitions, whereby DSIIDC was directed to consider the petitioners' representation in light of the fact that DSIIDC was considering adopting conversion charges on the same lines as DDA. Learned counsels for the petitioners further invite the attention of the Court to the RTI application dated 27.05.2024 filed by one Mr. Mehtab Singh and its reply dated 19.07.2024 by DSIIDC, wherein it has been stated that the draft conversion policy is under submission for the approval of the Hon'ble LG. It is further submitted that the representations made by the petitioners pursuant to the aforesaid order dated 04.11.2024 however came to be rejected merely by stating that the earlier policy is in existence.

3. Mr. Anuj Chaturvedi, learned counsel appearing for respondent/DSIID, seeks time to respond to the aforesaid contentions, as This is a digitally signed order.
