9. For the purpose of holding that a society or co-operative society is a State one of the criterion that has to be considered is as to whether it discharges any sovereign function. Some amount of control over such societies by the State or some amount of funding would not render the same as the instrumentality or agency of the State. (See Rajkumar Sardar v.
